Continuing Local Educational Agencies (LEAs)

LEAs identified as Sig Dis in both 2023 and 2024 are considered “Continuing”. Jump to information specific to Continuing LEAs.

Preparation

Below you will find information to assist you in preparing to develop your Compliance and Improvement Monitoring (CIM) for Significant Disproportionality (Sig Dis) Plan for Improvement. (All links open in a new tab.).

  • Review your Annual Determination Letter (ADL) – examine your LEA’s data for identification as significantly disproportionate and learn how the risk ratios for your LEA are calculated.
  • Become familiar with the Requirements and Instructions – provides information about the actions the California Department of Education (CDE) requires LEAs to take.
  • Download the IDEA Part B Regulations Questions and Answers Memorandum from the Office of Special Education Programs (OSEP) – addresses questions and answers regarding significant disproportionality.
  • Submit Assurances Form – complete and submit this form to sigdisp@cde.ca.gov 30 days after receiving the form from the California Department of Education.
  • Select Technical Assistance Facilitator – explore the bios of the State Performance Plan Technical Assistance Project (SPP-TAP) Technical Assistance Facilitators (TAFs) on this page and drill down to identify the expertise held by each of the TAFs in relation to developing a CIM for Sig Dis Plan for Improvement.

Information for Continuing LEAs

Continuing LEAs will complete a 2024 Continuing CIM for Sig Dis Addendum and Budget.

Continuing LEAs should complete the following tasks prior to developing their Addendum and Budget:

  • Review your Annual Determination Letter (ADL) – examine your LEA’s data for identification as significantly disproportionate.
  • Download the IDEA Part B Regulations Questions and Answers Memorandum from the Office of Special Education Programs (OSEP) – addresses questions and answers regarding significant disproportionality, including questions about allowable expenditures.
  • Become familiar with the Requirements and Instructions – provides information about the actions the California Department of Education (CDE) requires LEAs to take.
  • Submit Assurances Form – complete and submit this form to sigdisp@cde.ca.gov 30 days after receiving the form from the California Department of Education.
  • Select Technical Assistance (TA) Facilitator – Up to 10 hours (per indicator) of CDE-funded TA support will be provided to Continuing LEAs, if they choose to take advantage of this opportunity. Explore the bios of the SPP-TAP Technical Assistance Facilitators (TAFs) on this page and drill down to identify the expertise held by each of the TAFs in relation to developing and implementing your Addendum and Budget.
